This page restates PayPal’s Canada merchant-fees page, last updated 15 July 2026 and fetched 23 September 2026. The page says the rates apply to PayPal accounts of residents of Canada (CA). It is not tax, legal, or banking advice. Opening a PayPal account still requires PayPal’s own signup. Recheck paypal.com/ca/business/paypal-business-fees before you rely on a rate.
PayPal calls a payment for goods or services, a QR-code payment, another commercial transaction, or a “request money” payment a commercial transaction. The standard rate for receiving domestic transactions lists Commercial Transactions at 2.90% plus a fixed fee. Domestic means both the sender and the receiver are registered with or identified by PayPal as residents of the same market.
The fixed fee depends on the currency received. For a Canadian dollar receipt, that commercial fixed fee is 0.30 CAD. A digital download paid in CAD by another Canadian PayPal customer is this row, not a personal transfer and not a QR-code row.
PayPal Pay Later options are a different row on the same domestic table: 4.9% plus the fixed fee. QR-code transactions are also different rows (1.90% plus a fixed fee at 10.01 CAD and above, and 2.40% plus a fixed fee at 10.00 CAD and below). Those QR fixed fees are not 0.30 CAD. This guide does not use the QR rows as the rate on a download checkout.
For an international commercial receipt, PayPal says the domestic fee applies plus an additional percentage-based fee. On commercial transactions that additional fee is 0.80% when the sender’s market is the United States, and 1.00% for all other countries. The CAD fixed fee is still the currency-received fee. A buyer outside Canada is not the domestic 2.90% row alone.
The same page offers a Micropayments rate, subject to application and pre-approval. PayPal says it can be an alternative to the standard commercial rate for businesses that process payments under 12.00 CAD. If you upgrade, PayPal says this rate applies to all commercial transaction payments received into the account, not only the small ones.
For Canada and the United States, the micropayment rate is 5.0% plus the micropayments fixed fee. For other international micropayments it is 6.0% plus that fixed fee. The micropayments fixed fee for a Canadian dollar receipt is 0.05 CAD. That is a different rate from 2.90% + 0.30 CAD. Switching to it changes the whole account.
On a full or partial refund of a commercial transaction, PayPal says there is no fee to make the refund, but the fees you originally paid to receive the payment are not returned.
Two other CAD amounts on the same page are not that receive fee. The standard dispute fee for a Canadian dollar transaction is 20.00 CAD. The high-volume dispute fee is 40.00 CAD. Separately, a chargeback fee of 20.00 CAD applies to a credit or debit card chargeback on a transaction that was not processed through a buyer’s PayPal account or through guest checkout. This page does not add the dispute fee and the chargeback fee into one number.
Withdrawing from a PayPal business account to a bank account is listed as no fee when no currency conversion is involved. An instant withdrawal to an eligible linked debit card is listed at 1.50% of the amount transferred. The minimum fee table lists 0.50 CAD for a Canadian dollar withdrawal. The withdrawal-limit table lists 5000.00 CAD per transaction, per day, and per week, and 15000.00 CAD per month.
When a currency conversion happens on a commercial transaction, PayPal’s minimum rate table lists 4.00% for the Canadian dollar. The page says residents of Quebec are charged that minimum rate. The table is a minimum. This guide does not invent a higher spread.
Other products on the same page have their own tables: charity rates, alternative payment methods, and PayPal Online Card Payment Services (including Advanced Credit and Debit Card Payments and Payments Pro). Those tables are not the standard commercial receipt above. This guide does not copy them. Alternative payment methods listed there are not the Canada commercial-transaction row.
